“No” is a complete sentence. It doesn’t require an explanation. It doesn’t require rationalization.

Resolve this year to be more decisive. If you mean no, say “No!” If you think saying “No” is too harsh, try “No, thank you!” It’s a kinder and gentler version, but it still means no!
